Monaghan hired as new Franconia police chief

FRANCONIA — On Monday the Town of Franconia announced that John K. Monaghan was hired as the town's new police chief. He started the position this week after nearly 13 years in state law enforcement.

Select Board Chair John Lachapelle is happy to bring Monaghan to the town. "We're very pleased, we're excited," Lachapelle said Monday.

Monaghan replaces acting chief Sgt. Mark Taylor, who has been filing in since the retirement of Chief Mark Montminy earlier this year.

Monaghan's sense of community appealed to the Select Board, according to Lachapelle. He believes Monaghan's experience is "exactly what will be helpful to the town."

Chief Monaghan is married with two children. He received a master's degree in organizational leadership and management from Antioch University.

Monaghan started his law enforcement career with the Lebanon Police Department in 1999. He moved over to the state police in 2002, where he was assigned to Troop F. Monaghan later served with Troop G, then moved to Troop F in 2011.

Based on his experience in martial arts and several triathlons, Monaghan likely aced the physical fitness requirements for the job.

Lachapelle mentioned that the Franconia is hosting a welcome reception for Monaghan. The town hall will be open for the public to meet the chief on Friday, August 10, from 3 to 5 p.m.

Hiring of a new chief was a topic discussed earlier this year by Franconia's police study panel. At a public meeting in April, the panel hosted a town discussion on police services. Several strong opinions were expressed about the department's conduct and where the police department should be housed.

Currently the department resides in a small space in the town's public safety building. Whether to move the department to the town hall was a question that prompted much debate at the April town meeting.

Franconia is in the process of hiring a new full-time police officer. Applications for that position are due to the town by August 10.
